The Era-net Transport action support toolkit is a comprehensive procedural framework. This toolkit facilitates the full life-cycle of so called ENT Action Groups covering both preparation of a joint funding action and accompanying the activity during operation.
Given the fact that transportation is offering a wide range of themes regarding different modalities, policy alignments (technology orientation, transport policy orientation) and levels of cooperation ENT has to deal with a large variety of approaches and actions. In order to build homogeneous groups with tailored cooperation profiles and to provide targeted support organisational units of ENT Action Groups (AGs) have been introduced. The aim is to support the group in establishing a stable basis for cooperation which can be continued independently.
The support toolkit shows efficient ways to step forward to minimize required resources, to improve the results and to avoid typical traps and detours which can arise in the complex field of cooperative transnational transport R&D funding. A guiding procedure is useful to establish a systematically approach for teams aiming towards transnational funding cooperation activities.
The guiding procedure is based on a classical 6-stage team building model adopted for the preparation of joint funding activities and amended by a stepwise task description to achieve certain milestones. These definitions have been made by using previous good practices and taking into account obstacle and problems of former groups.
The Information Stage provides general and specific information for the successful establishment of a transnational cooperation.
The Forming Stage provides all necassery information to refine the topic and build a team.
The Storming Stage One provides the final position paper of the action group.
The goal of the Storming Stage Two is to define the cooperation architecture and achieve a national agreement.
The Norming Stage has the necessary documents for the call text and the definition of the evaluation critiera and the evaluation of the proposals.
The Performing Stage is made of all necessary documents to inform sucessful proposers and the monitoring of those.
